Last week, lawmakers in the Senate <a href=\"https:\/\/cointelegraph.com\/news\/us-senate-clarity-act-september-vote-thune-cloture\">failed to pass the Digital Asset Market Clarity Act<\/a>, also known as CLARITY, which was expected to provide a comprehensive framework for financial regulators on the oversight of cryptocurrencies.<\/p>\n<p>SEC Chair Paul Atkins <a href=\"https:\/\/www.cnbc.com\/video\/2026\/07\/27\/watch-cnbcas-full-interview-with-sec-chairman-paul-atkins.html\">said<\/a> before the recess that the agency was \u201cready, willing, and able to come out with rules\u201c on digital assets if the Senate failed to pass the CLARITY bill, but it\u2019s unclear how much authority the commission has without congressional action.
