Under the bond&#8217;s structure, investors receive whichever rate is higher\u2014the six-month average inflation rate or the 4.75% fixed floor.<\/p>\n<h2>Inflation Remains Subdued<\/h2>\n<p>Hong Kong&#8217;s consumer prices have stayed remarkably tame. The Composite Consumer Price Index showed year-on-year changes ranging from 1.10% to 1.70% between September 2025 and February 2026, averaging out to 1.28%.<\/p>\n<p>That&#8217;s good news for bondholders locked into the fixed rate guarantee. When the government launched this series in September 2023, the 4.75% minimum was designed as a sweetener to attract retail investors\u2014and it&#8217;s been doing the heavy lifting ever since.<\/p>\n<h2>The Bigger Picture<\/h2>\n<p>These bonds sit under the Government Sustainable Bond Programme, Hong Kong&#8217;s push to get everyday residents into green finance. The three-year instruments pay semi-annually, with rates reset each period based on the inflation-versus-fixed comparison.<\/p>\n<p>For context, the previous 2025 maturity series (HKGB RGB 2505) carried a lower fixed rate of just 2.50% per annum. The jump to 4.75% for the current series reflected the higher rate environment when these bonds launched.<\/p>\n<p>Secondary trading happens on the Stock Exchange of Hong Kong at clean prices, though retail holders typically buy and hold for the guaranteed returns rather than speculating on price movements.<\/p>\n<h2>What Comes Next<\/h2>\n<p>With the bonds maturing in 2026, holders have one more interest payment cycle before redemption. Given Hong Kong&#8217;s persistently low inflation environment, expect the fixed rate to continue dominating the calculation.
